Controls the amount and kind of data that is logged.

The application must be linked with the instrumented library in order to enable loggin with this LoggingQosPolicy.

The level of log output is controlled by a series of bitmapped flags. Each class of log message is enabled by setting a flag to 1, and is disabled by 0.

Refer to include/dds/dds.h for the numeric values for the flags
